Need advice regarding parking lot accident (california)

this happened in a business parking lot next to a school where a lot of teens park. my teen (driver a) was backed into a spot. dozens of people were leaving at the same time, so the only way out was to inch into traffic. driver a inched out, but driver b didn’t want to let them through and ended up hitting the corner of driver a’s (stationary) vehicle. both cars have minor damage, under $4000 each to repair. we also have a witness who can confirm that driver b had time to stop to avoid the impact.

there’s the question of right of way, but also of due diligence to avoid a collision. would it be reasonable for driver a to ask driver b to split the repair costs, or for each to cover their own vehicle, or should we go through insurance and hope for a favorable at-fault decision? honestly, i’m not sure which option is best.

edit: i don’t think driver b hit her on purpose. it seems like he thought he had enough space to block her but ended up hitting her instead.

sounds like driver b was in the travel lane and your teen failed to yield. it’s likely to be ruled 50-50 or with your teen at primary fault. letting your teen know that if they can’t get out easily, waiting 5–10 minutes for others to leave can be easier and far cheaper than dealing with $4k in “minor damage” now and then.

in most cases, parking lot incidents like this end up at 50-50 fault.
