Why is USAA insurance so expensive?

For six months, I paid $1200 to be insured with them, which totals $2400 for a year. Then, I contacted Liberty Mutual and they offered me a deal for $1650 for a year with better coverage than what I had with USAA. I realized I would save nearly $140 every month by switching. I wonder why USAA charges so much more compared to Liberty Mutual, Geico, and Progressive.
