Recommendations for Pet Insurance for 2 Young French Bulldogs

My two french bulldogs are male. While the other is six months intact, the first is 2.5 and fixed. No health problems have been identified, but since my older Frenchie is becoming older, I would like to purchase pet insurance now, while they are both still in good health. I serve in the military on active duty. I am in Germany right now and will be back in the US in approximately 60 days.

What I would like to have:

availability in most states (it would be great if it could cover other countries as well)

dental

It would be great if someone could share their positive insurance experience regarding coverage for BOAS and soft palate surgery. While none of my dogs should require BOAS, I am aware that one will probably require soft palate surgery. Please let me know as I have flexibility in my budget for this.
