I think this is by design. Having an antiquated system discourages people and slows things down. They don’t actually want to provide customer service, and they don’t want to cover Californians. I’m surprised that they’re not just denying us out right.
When I switched from Progressive to Geico about a year ago, I received a letter asking for more information about the potential persons living in my household. You really got to keep an eye out for it (USPS informed delivery is a life saver). The deadline to provide information listed on the letter was literally the same day it was delivered to me.
