Adult child kicked out of insurance

My 18-year-old child’s father kicked them out of his house and off his (not legally official) insurance after they graduated high school and don’t have immediate plans for university. They are now living with me full-time and job hunting. I have a Marketplace health plan, and currently, they have no income. We’re in Georgia.

I have a few questions:

  1. Can I add them to my Marketplace plan as a dependent? If so, how do I do that?
  2. Since Georgia didn’t expand Medicaid, are they out of options for health coverage if they have no income?

Just to add, they’re currently healthy but facing a tough situation, and they also can’t drive. I lost my job a couple of months ago, so things are a bit challenging right now.
