Accidentally added mom to geico policy and they wont remove her without proof of other insurance but she doesnt drive

Due to her poor driving record, I unintentionally added my mother to my coverage. Now that it’s risen, they won’t let her go without her presenting proof of insurance, but she can’t get insurance because of her prior accidents and doesn’t actually drive. Is canceling my coverage my only option? The additional payments are beyond my means. The monthly increase is $400. Seeking guidance of any kind

She can give up her driver’s license and exchange it for a state ID if she’s willing.
